Minimum Wage Levels in the EU 2025

Minimum wages range significantly across EU member countries. As of July 2025, Luxembourg has the highest minimum wage set at €2 704 per month. Luxembourg, Ireland, the Netherlands, Belgium, Germany and France, all have minimum wages above €1,500 per month.

At the other end, Bulgaria has the lowest minimum wage of €551, followed by Hungary (€727) and Latvia (€740).

Note that the monthly minimum wages in Eurostat’s statistics are presented as gross earnings, before deductions of income tax and social security contributions.

Adjusting for differences in price levels reduces the gaps between countries. Luxebourg still has the highest measured in purchasing power standards (PPS), while Estonia has the lowest.

Note: Denmark, Italy, Austria, Finland and Sweden have no national minimum wage.
